Ubuntu 16.04: can't compile stable branch

Missing build dependencies. Try installing packages listed above.

Also confirming Matt's reply, this will build the Python 3 version. On
Ubuntu 16, this is apparently python 3.5.1, which is not supported on
our side I think.
