Perhaps this will be noted in the release notes.

At the moment, this is stated in setup.py but this is not enforced if
not using setuptools (which the Debian packaging isn't). Also, the check
is not even active if HGALLOWPYTHON3 environment varibale is not set
(should be fixed by https://phab.mercurial-scm.org/D7151).
