The Mercurial 'phabsend' extension provides a much nicer and easier to use
workflow for pushing multiple changesets to Phabricator for review.  Especially
when they need to be amended with 'hg histedit' during the review cycle.

The one part of 'arc diff' we miss when using 'phabsend' is the automatic
reporting of issues discovered by the arc lint.

It would be very helpful to have the ability to run the equivalent of 'arc
lint' when using 'phabsend', I realise that phabsend isn't calling the arc
command as its implemention.
