Revamping Mercurial's CI

I've been hacking on a revamped CI system for Mercurial. More details are
in the code review I just submitted to incorporate it into the repository:

There is (very primitive) web interface currently available at
https://ci.hg.gregoryszorc.com/. Those of you hacking on Python 3 may find
it helpful for tracking down test failures in Python 3!

I'd like to make this usable by others in time for the upcoming sprint. I
suspect others would like the ability to get full test results in under 5
minutes. Doing so doesn't require code review. But I figured I'd raise
awareness of this before the sprint so I have time to act on feedback to
make the CI experience at the sprint much better.
