hg-configexpress: new version (0.4.0) and hosting migration

Hello all,

A new version (0.4.0) of hg-configexpress has been released, it contains 
the following changes:

   * recommended configuration are now issued at the start of the 
bundle. So the user is prompted at the start of the pull.

   * The extensions is now compatible with python 3 (or at least, the 
test are happy with it)

   * The "plain-cl-delta" format variant can take a couple second to be 
determined. We now skip it in the client report to the server.

   * We have a new logo!

   * various minor code cleanup.

Last but not least, we migrated the extension away from Bitbucket. It is 
now hosted on heptapod at:

   https://dev.heptapod.net/mercurial/config-express/

As a result, we now have test coverage for all version configexpress 
claim to be compatible with:

    https://dev.heptapod.net/mercurial/config-express/pipelines/2151
