I too feel that an error message will be useful to avoid mistake. We just need
to add an option to force the replacement if tags already exists.

While .hgtags is there for user to manipulate, it should be done only when
absolutely necessary. I feel that since the tags are added/managed by Hg, then
Hg  is somewhat responsible to safeguard them as much it can.
