Python has a concept of a docstring, which other tools can run over and make 
docs out of.  It's intended for API docs though, rather than user docs but I 
expect it could work here.  OTOH, it's probably not difficult to have 
specially formatted comments and insert those into a manpage template using 
some really simple scripts.
