Odd, can you advise what may the cause of this:

  $ hg --version
  Mercurial Distributed SCM (version unknown)

It was supposed to be 0.6 (this is under Cygwin. Anyway, this part in
the manual:

       tag [-l -m <text> -d <datecode> -u <user>] <name> [revision]
              Name a particular revision using <name>.

would need some clarification. It appears that the order is:

       tag [-l -m <text> -d <datecode> -u <user>] <revision> <name>

At least it didn't work the other way round. The <version> should also
be explained somewhere that it is the SHA1, not the visible changeset name
as seen in log:

     changeset:   1:9a94deb1c206f33b2e98a2b0f1b191092eed489f

Which deduces to:

     $ hg tag -m "small change 1" change1 9a94deb1c206f33b2e98a2b0f1b191092eed489f
