Is there a plan to suport hg clone -r ?

It is planned and possible. As Bryan said, there is something
similar in 'mq' which can chomp revisions.

That may be (too) complicated. Even if this works, you'll lose the
annotation information for everything that wasn't modified after A.

I think currently the gain is not worth the trouble.
