RFC: Use <package>-N[.N]+ version numbering scheme in releases

Would it be possible to move away from

      package-N.N[a-z].tar-gz

release numbering and use more universal:

      package-N[.N]+.tar-gz

Like this; in the furure:

      mercurial-0.6d.tar.gz  => mercurial-0.6.4.tar.gz 

I'm preparing official Cygwin port to be included in Cygwin and the
the porting tools would be more happy to be able to automate the tasks
with "de facto" numbered packages.
