[PATCH 0 of 1] patchbomb timestamp fix

Hi,
here a proposal for making the timestamp handling in patchbomb
plattform independent. I basicaly used Jans proposal, but use the
the local time plus UTC time difference, since RFC 2822 recomments
it.

If we see issues with the patch we can always fallback to UTC time and
-0000 proposal.
