hgweb: Last change not as old as tip

The commit time is when a commit was first committed to a Mercurial
repo. Last change is when the repo in question last changed. If it's
freshly cloned or pushed to from a repo with an old tip, those times
will be different.

Then the question becomes: don't we want to show the commit time
instead? The answer is no: the repo has new content in it. If I have a
commit that I forget to push all weekend and you've been waiting for
it, you want to see "last change" say "now" rather than "2 days ago"
when I actually push it.
