Windows and OS X binaries updated to 0.9.3

There was apparently a build problem with the latest 0.9.3 Windows
installer image.  I've updated the version to match 0.9.3 with one
addition to remove the current directory from sys.path which makes
using and building the Windows executable much easier.

If you've downloaded the Windows version of 0.9.3 please download and
reinstall.
The version number reported from "hg version" will be 0.9.3+20061222.
