You should have looked at the other mails where tip is always first :)

This time was just a manual  hg out -Rtah --style=changelog upstream
in the editor, and in 4f08da74cae8 Matt changed the ordering of
incoming/outgoing to oldest first, unless -n/--newest-first is
given.

In my usual notification mails I use the -n flag.

And yes, sometimes this confuses me, too ...
