Yes it should improve the ability to run tests on Windows, and
I do have some simple tests that I've been using to test it with.

My goal is to be able to run the majority of hg tests on Windows,
with as little assistance from cygwin/msys as possible.

But I haven't had as much free time as I would have liked...
