Time to split the mailing list?

One of the things that came out of the user survey last week was that a
number of mailing list subscribers find the list traffic to be too
developer-oriented.

I suspect that at this point there's quite a number of people who would
like to see usage-related traffic only, such as "how do I ...?" or
"here's a neat way to ...".

This split might have the effect of increasing the amount of
usage-related traffic (a good thing, in my mind), without decreasing the
developer-centric stuff.

If this split is to take place, the obvious choice (to me, anyway) is to
move to three lists:

      * mercurial-announce - release announcements only
      * mercurial-devel - for code-related discussions
      * mercurial-users - for Mercurial users

What do people think of the idea?
