I like the decentralized way to mark bugs as fixed, but is there a 
centralized way to report new bugs ?

The inconvenient of decentralized VCS is that you sometimes have to 
wait/insist to get a merge request applied, and I think this is not 
affordable for a bug tracking system. To report a bug, I don't want to 
commit something locally and wait for someone to merge it, I want to 
report directly in the central database.
