[issue251] CLI options w/ date args should be human-readable

When passing an argument to, say, commit --date, the argument needs to be two
numbers -- the number of seconds since the epoch, and the timezone offset in
seconds.  This isn't a particularly useful format for human beings.  It should
be able to parse at least one standard date/time format.
