You could try the cvs20hg that does support branches. I use it to generate
conversion of the RELENG_6 branch of FreeBSD. Currently, cvs20hg is the
only converter that supports the FreeBSD repo and its particularities.
cvsps shokes on it badly.
There are several repo of cvs20hg with branch support but the best one is
probably

Simon "corecode" Schuster has a new utility called fromcvs/to{hg,git} but
it handles branches in the FreeBSD repo is a rather non-optimal way.
