Enabling extensions per repository

I'm running on Windows, Mercurial Distributed SCM (version
0.9.3+20061222). I want to enable the mq extension for one of my
repositories.

I tried putting an extensions section in <repo>/.hg/hgrc as explained
in the manual page:

[extensions]
hgext.mq =

but that didn't work. Finally, I copied the file to
%USERPROFILE%\mercurial.ini, and that worked fine. However, it enables
mq for all repos, which isn't really what I wanted.

Did I miss something? How should I enable an extension on a
per-repository basis? Is the documentation wrong, or did I misread it?
