It's not quite what you asked for, but for what it's worth, I've been
pretty happy with NearlyFreeSpeech.net.  I've been using them for
hosting a couple personal hg repos for about 3 months.

NFSN offers web hosting + shell account, prepaid, on a
pay-for-what-you-use model (my site costs me about 50 cents / month).
They have Mercurial installed on the shell server, and hgweb works on
the web server.  It's only $0.25 to set up an account, so it doesn't
cost a lot to try it out.
