I saw something like that (with Apache) when I tried renaming the CGI
to "index.cgi", i.e. accessing the CGI using the URL of the containing
directory without having to put "hgweb.cgi" at the end. The problem
then is that, since the URL ends in a "/", any extra relative path
components are *appended* to it instead of replacing the last
component, causing the wrong URL to be generated.
