Should "hg" change directory?

Hello All,

A lot of times I change some file in an editor and them from a
different directory I run
"hg ci -m 'cool stuff' ~/bin/putclip".

This works fine if directory I'm in is not a mercurial repository.
However if it is I get the error "abort: /home/mtebeka/bin/putclip not
under root".

IMO "hg" should first change directory to the file[s]/directory in the
command line and then start working (they way svn does).

Why am I wrong? :)
