On Mercurial API

Personally, if API stabilization and documentation is not a part of
the 1.0 release, I would be very disappointed. Mercurial will live or
die by the tooling support. It seems that most everyone finds that the
only viable way to interact with Mercurial is via the command line.
Even if Python is the best interface available for Hg, the fact that
the code keeps changing is a significant drawback.
