I forgot to mention that you cannot simply upgrade an existing
TortoiseHg installation.  The registered shell extensions cause the OS
to lock a number of files and will not allow them to be overwritten.
You must uninstall the old TortoiseHg, reboot, then install the new
package.

If anyone knows how to make InnoSetup perform this operation more
efficiently, please let me know.
