In the context menu (Windows Explorer) select the menu entry "View Changelog" 
from the "TortoiseHG" submenu.

In the changelog viewer, right-click on the changeset (in the upper pane) and 
select the menu entry "checkout" (from that context menu).

This will open the update dialog.

Alternatively, you may also issue "hgtk update" on the command line to open that 
dialog directly.

("hgtk" alone will list all available dialogs)
