[ANNOUNCE] hg "shell" extension

I'd taken a look at that package already...  It sounded like the sort of thing 
one would want.  Unfortunately I don't currently have a Windows system to 
test on so I can't comment on whether it would work in practice.

In principle, I've stuck within the normal APIs provided by Python's readline 
module.  If they support those then it might work properly as-is.

I'm slightly mystified as to why Python on Windows does use the Win32 port of 
readline anyhow...
