hg archive producing corrupt tarball?

The tarballs mercurial is generating have a bad header in them.  (See 
http://landley.net/hg/firmware/archive/tip.tar.bz2 for an example.)

The gnu tar program skips a header and exits with an error code at the end.  
The busybox tar program aborts when it hits the bad header...

Any clues?
