Can I just quickly check something? Have we actually had a bug report
from someone who has a repository with a reserved filename in it,
which they can't use on Windows? I see no reason for rushing into a
repo format change to address a purely theoretical issue. If we have a
real-life problem, that adds weight. But I believe we already have
real-life bug reports for problems with filenames that are too long,
and the proposed change will make the situation slightly worse for
this case - so we need to balance the 2 cases.

Of course, *all* of this is somewhat theoretical, as Matt has said he
won't accept a repo change which doesn't solve both problems - and he
has final say on this.
