Let a user with an 8-bit-coding which does NOT include the non-ASCII-characters you have used (umlauts) work with your repo. Umlauts can't be transcoded on his system. What does SVN do now?

The help of the system which I'm forced to work with now lists some codepages which might (don't know, just guessing) not contain umlauts:

437 USA 
852 Slawisch (Latein II) 
855 Kyrillisch (Russisch) 
860 Portugiesisch 
861 Isländisch 
863 Französisch (Kanada) 
865 Nordisch 
866 Russisch 
869 Modernes Griechisch
