Actually, I have removed this option. At first,I added it by symmetry, but
the added value was weak anyway, and I did not add a frequent use case in
mind.
Instead, I have made a check that we are at qtip before starting, so that I
am more confident that the first qpush will have higher chances of success.

So that the usage is even simpler now:
Usage: hg qrebase [-n NAME] [TO_REV]
