EDITOR not respected on Windows any more?

I just installed one of the more recent Windows installers (post-0.9.5) and
it now opens notepad for commit messages, instead of using the setting of
EDITOR from the environment (xemacs.exe). Is this by design, or a
regression? What is the "correct" way to configure mercurial to use my
particular editor on Windows?
