Cygwin and Win32 native support

Piping up to say that I run it this way, because on Windows I "live"
within cygwin/emacs and I've found in the past that native hg doesn't
play nice with the cygwin patch tools. I haven't experienced too many
problems with this.

Cygwin doesn't work around any difficulties with Windows filenames (aux,
con, colons, etc), and as Guido mentioned, you should encounter the same
difficulty on win32 native hg.
