It's not for the CGI, it's for use with the "--style" command-line  
flag, by external tools that invoke hg and parse its output.

Also, I haven't looked at the Atom feed in detail, but the RSS feed  
includes only a small fraction of the available metadata — just the  
checkin comment and timestamp. My XML style includes revision IDs,  
parents, branches, tags, and lists of files changed. (Of course, it'd  
be great to add these to the Atom and RSS styles, too.)
