immutable commit messages, why?

One way of addressing the issue with a minimal change to mercurial
would be a way to indicate that a given commit is related to some
earlier commit. Then the workflow would look like:

* Coder commits buggy bugfix
* QA commits a related changeset saying, "didn't fix bug", just a description
* Coder commits a related changeset with a fixed fix

Then it would be up to the UI to represent these threads of related
changesets.

In my last company we used Bugzilla for this workflow.
