Commiting to hg repos with commit scripts using hgwebdir.cgi

What version are you running on the server?  That looks like a bug
present in 0.9.4 which was fixed before 0.9.5 .

If it is what I'm thinking, you can work around it by setting the HG
environment variable to "hg" in the CGI script.
