A new .spec file for Mercurial on Fedora

I have updated Fedora spec and tried to incorporate some of Eric's ideas. 
One thing I did not do, however, is install things
into /usr/share/mercurial.  I left examples in /usr/share/doc/mercurial.

We already have /etc/mercurial, I'm inclined to think we don't really
need /usr/share/mercurial also - since there is nothing in there that
mercurial, itself, would directly use.

Any thoughts on this?
