let me add, that this didn't make it clear to me either. But I asked
the Sage people on IRC and now I understand the motivation:

They want to reconstruct the whole repository from trusted sources
(=patches). Period.

I.e. they don't want to depend on some binary blobs, that cannot be
reconstructed (if needed) from sources (patches).

Which makes sense to me.
