wiki front page: link to new page ProjectInformation

I'm proposing this change for the wiki front page:
http://www.selenic.com/mercurial/wiki/index.cgi/Mercurial?action=diff&rev2=139&rev1=138

This change adds a link to the new page:
http://www.selenic.com/mercurial/wiki/index.cgi/ProjectInformation

With this change, the following links are no longer on the wiki front page
but on ProjectInformation:

* [http://selenic.com/mercurial/bugs/ Bug Tracker] and MailingLists
* DeveloperInfo for Mercurial hackers
* IRC channel: #mercurial on irc.freenode.net

The change is already applied. But of course anyone can revert or modify it
if it's unwanted.
