Bug: "hg version" copyright needs updated year and language

My "hg version" reports:

A couple of things...

*) Creative work was done in 2009, and so the 2008 should be changed to 
2009.

*) The hyphen is probably fine, but if it was in print it would be an en 
dash (because it's a numerical range). People would probably argue with 
using a character outside of the lower 127 though.

*) The (C) carries no legal weight. Only the circled lowercase c carries 
any meaning. Anything else is just a collection of characters. Again, 
though, people would probably be upset with using a character not from 
the lower 127. Additionally, the word "Copyright" carries the same 
meaning as the symbol, and so it's redundant to have both. All of that 
being said, a lowercase (c) is aesthetically pleasing and makes the most 
sense.

*) Inserting a "by" before "Matt Mackall" is better language.
