Yes, again that is what the forbid2head netbeans hook does.
I tried all kinds of ways around this.
I had intended to write this up, but the TortoiseHg 0.7 release has taken all my Mercurial free time round-tuits.
I'm leary of any fixes that are hurried up just before a release is cut, so I'll write this up when 1.2 has shipped.

When I write up the issue I'll dig up the archives, around the same time in mid-ish-2008 that I ran across this problem there had been some other issues raised (the issue706 tie in) with pre changegroup transaction hook "rejects" of pushed changes.

Sorry again for the delay, as much as I wanted to drive this for 1.2, I've had to reprioritize.
