hg clone - connection refuced over https?

Hello all,

I am trying to clone my own repo...and getting the below error. I am
behind proxy, as AFAIK, https should work! isn't it?

C:\repos>hg clone --debug https://dilipm79@bitbucket.org/dilipm79/atria/
using https://bitbucket.org/dilipm79/atria/
http auth: user dilipm79, password not set
sending between command
abort: error: Connection refused

C:\repos>hg --version
