Please talk with the regular zh_CN maintainer about getting it in
corporated into his repository here:

  http://bitbucket.org/dongsheng/mercurial-i18n/

I have CCed him on this mail, maybe you should talk and coordinate the
translation among each other.

Oh, and please send such patches to the mercurial-devel at selenic.com
mailinglist instead. This is where we handle all development, including
such translation patches. (Don't send the .mo file -- upload it
somewhere if you are afraid that people don't have the tools to compile
the .po file.)
