Thank you for reply.
	Mercurial is V1.5 .
	After setting the environment variable HGENCODING=utf-8, it works ok with the 
message body, but not with the messalge subject. like this:

Content-Type: text/plain;
  charset="utf-8"
MIME-Version: 1.0
Content-Transfer-Encoding: base64
Date: Thu, 01 Apr 2010 01:15:37 -0600
Subject: =?iso-8859-1?q?/hg/Test=3A_=E4=B8=AD?=
	=?iso-8859-1?q?=E6=96=87=E9=82=AE=E4=BB=B6=E6=8F=90=E9=86=92=E6=2E=2E=2E?=


	message body is correct!
