You're probably thinking of my branch of cvs2svn to add cvs2hg support
(http://vc.gerg.ca/hg/cvs2svn/).  It does *not* support rename
detection.  It would be approximately as difficult there as for "hg
convert".  However, it could at least be done correctly in cvs2svn.
("hg convert" uses a naive algorithm that does not handle CVS tags or
branches correctly.)
