Yes. And yes, it should.

But I can hear the complaint about those relatively peculiar filesystem checks.
Instead of environment variables, I think that it would not be too
hard to have two hgrc booleans (core.skipcheckexec and
core.skipchecklink for instance) available to disable the checks. Is
that ugly?
