How to exclude some files from win32text (en|de)code?

Thank you for letting me know that a much better solution is being
developed.  I hoped the win32text extension could be better, but I agree now
that the new extension is much cleaner than win32text.

 I just got interested in the development of the new extension.  Where can I
join the discussion?
