But I see you've found the workaround already!

In fact, experience from various other Wikis suggests that people tend 
to accidentally or maliciously copy pages using the "copy page" action, 
and this may be why it's switched off. I can say from first hand 
experience that following some spammer/robot around deleting copies of 
pages is not so much fun, and I'm not sure if there are any restrictions 
the Wiki administrators can impose to allow the action for some users 
but not for others.
