No, not exactly.

a: Mercurial uses the .hgsub and .hgsubstate from the revision you are 
updating to (which is why the subrepo cloning/pulling is a side effect 
of updating to new revisions and not a direct side effect of 
cloning/pulling of the outer repo).

b: Mercurial clone will by default update to the default branch.
