user config issues with wiki with video

I don't think only /etc/mercurial/hgrc.d/dgd.hgrc will be read.
According to man 5 hgrc (linked from the tutorial), for
system-wide configuration it should be

/etc/mercurial/hgrc
or
/etc/mercurial/hgrc.d/*.rc

so:
/etc/mercurial/hgrc.d/dgd.rc

or, as it is your username, just do as the tutorial says:

|It's best to configure Mercurial to use your email address by
|creating a new ~/.hgrc
